The High Commission for the Development of Arriyadh is the organizational, planning, executive and coordinating body responsible for the development of Riyadh. The objectives of the include the comprehensive urban, economic, social and cultural development of Riyadh, handling the issues related to environment management and protection, and providing the city with the necessary public services and utilities.
The new court complex is aimed at revitalising the historic centre of Riyadh. Fourteen storeys high, it is both a symbolic 'gateway to justice' and a functional gate allowing pedestrians to walk to and from the public gardens surrounding the building. The reinforced concrete structure has a flamed granite plinth and is clad with Riyadh yellow stone both inside and out.
