This massive project has been under construction for more than 25 years and remains incomplete.  According to the venues list for Marrakech Biennale, 
Plans for the theatre were begun in the 1970's with Tunisian architect Charles Boccara appointed to take the project forwards. The exterior, reception and outdoor theatre were completed and inaugurated in 2001 after 25 years of construction. However, the 800 person capacity opera house remains a cavernous concrete edifice.
