Development Plan for Byblos
Jubayl, Lebanon

A focus on the past and an understanding of the present were the two basic imperatives in the urban planning of Byblos (now Jubayl) In regard to the past, three elements were considered: reserves for archaeological excavations, the organisation of visitor tours and of parking facilities, and clearance around them so that they can be shown to advantage. Present growth would entail the need for circulation routes to the center of town so it could be developed, with a railway and a highway together so as not to fragment the larger city. Two recreational zones, one at the North beach, the other at the South beach were foreseen in the plan.
