Unusually for Pakistan, this building uses white fair-face concrete for all exterior and interior finished surfaces. It is anticipated that the weathering of the material will create a warmth of character far removed from the clinical sterility of standard structures. The building was designed as offices for a water company, but is being leased to the Federal Urdu University pending the company's privatisation. It is six storeys (the maximum allowable); each floor overhangs the one below it by three metres to provide natural sun protection. The structure is of reinforced concrete.
