The building is located in a historic town, amidst the forest on a sloping terrain. It serves as a venue for cultural activities, seminars, and ceremonies and provides educational facilities. A waterfall and 1,200-seat amphitheatre with a circular open stage are built near the centre. Temporary exhibitions are held in the foyer, above which rests a 200 square metre roof garden. Local craftsmen used laminated timber, terrazzo blocks, and aluminium as the main building materials; only minimal plaster and finishing were employed in order to expose the real texture of the materials.
