A housing complex of 3,500 units of which 1,500 have been completed to date. This government initiative for low-income housing provides small apartments of 45 - 95 square metres, arranged in 3 to 4 storey walk-ups in clusters around central courtyards. Narrow pedestrian streets connect these urban spaces, creating a lively neighbourhood. Commercial, sports, health and education amenities are provided and parking areas are located on the periphery of the site.
