The project represents phase 1 in the office complex for the Head of State. It comprises housing units for gaurds, army barracks, offices, and a nursery for plants. The houses were built adjacent to the perimeter wall next to a service entrance gate. These were grouped around small, semi-private, courtyards with which they interconnect. The head quarters building contains offices grouped around a common courtyard. On the periphery, each office is connected to a private patio. A special nursery to cultivate plants to landscape the project was constructed.
