When, a decade ago, an underpass was created to resolve traffic issues, this area previously central to the neighbourhood became a rubbish dump and gathering place for addicts and criminals. This plaza was conceived to repair the situation by offering cultural and event-based activities. Designed, built, and operating within about a year and on a tight budget, its facilities - decided upon through community consultation - include a restaurant, coffee shop, bookshop, indoor sports, public washrooms, cinema, art gallery, and multi-use space, as well as outdoor areas for walking, cycling, and play. The buildings are post-and-beam concrete with matte porcelain and cement board facades. Vibrant environmental graphics were designed by invited young artists. Since the tunnel’s concrete slab roof made green space impossible, multiple flower boxes were inserted. The plaza’s opening was enthusiastically welcomed by residents of all ages and has boosted local property values. A three-level underground car park accommodates visitors.
