The park is the second phase of a land reclamation scheme to create a valuable and attractive public amenity on a natural peninsula. The development of the park involved the building of four breakwaters to form three beaches and stabilise the coast. It also involved extensive landscaping and tree planting, as well as the building of an amphitheatre.
