Phase one, designed for 7'000 students, comprises the faculties of arts, economics, and law, a library, and administrative offices. The university structure is planned around a staff/student ratio of 1:20. The buildings are placed close to one another because of wind and sand storms, as well as for ease of access by students. The buildings are connected by a series of two-storey viaducts.
