The rectangular plan building, is ten-storeys high, but only the five lower floors extend over the ground floor area. The sixth and the seventh floors step back, reducing the floor area by half. From the street, a vehicular ramp provides access to the official reception hall within a double-height gallery. The ground floor is used as a parking garage. All multi-height workshops and halls are accessible from the first floor. These comprise cinema studios, technical workshops, and a 600-seat theatre. The upper floors house administrative offices, archives, and a restaurant. It is a steel frame structure with concrete core, aluminum curtain walls, and plaster cardboard interior walls.
