The building brief required office, recreation and service accommodation. Major criteria influencing the design include site location on a slope, proximity to a greenbelt and a bay to the south. A two stage construction (later abandoned) and campus format led to a segmented design. The building takes the form of three blocks connected by bridges with courtyards between. The recreational courtyards are co-located with the cafeteria, swimming pool and dining hall. The south-western facade is controlled, filtering out sunlight. Terraces are created by pulling back some offices facing the landscape. Facades, solid contours and partial roof slopes are referenced into the landscape.
