This annual report aims to provide policy and decision-makers in donor countries and fragile states with a tool to monitor the levels, trends and quality of past and future resource flows (aid and beyond) in situations of fragility, and highlight issues and countries of concern. The sixth of its kind, this report is part of a project monitoring resource flows in fragile states launched by the OECD Development Assistance Committee (DAC) in 2005. This project stems from growing concerns about the implications for international stability and development of fragility, and the recognition that aid is only one component of international support.
