"...the present relief programme makes provisions for special relief to the victims of different class and regions emanating from the genuine demands principally of the Maoist’s People's War, People's Movement, and movements from the Madhes till to-date. This programme includes the programmes of direct or indirect economic benefits to people, access to public services, expansion of scope and quality standard, simplification and easy way of receiving goods and services, control of price increase, promotion of good governance, frugality in public expenditure, guarantee of peace and security and allied matters relating to people's daily life."
