In this document Fathy outlines the provisions for the Supreme Council For The Arts and Literature, which was aimed to coordinate and consolidate efforts being made by governmental and non-governmental agencies in the fields of art and literature. The underlying goals of this commission and the provisions mentioned by Fathy were aimed at increasing the means of support and encouragement to those in the fields of art and literature, raising the fields' standard and intellectual output, and finding ways through discussion to enhance Egyptian intellectual output and national character within the fields. Fathy suggests ways that the committee might achieve these goals.
