For more than 20 years prior to the establishment of the Pullman Islamic Center (PIC), Muslim in the Palouse region of Washington state rented houses and other church, educational, or municipal facilities to hold prayers and social activities. In 1978, the idea of building a mosque in Pullman was proposed, and land was purchased in 1981. Construction began in March 1982 and was completed in August of that year. Pullman architect Munir Dawud designed the mosque, which was built by local contractor Earl Russell.

In plan, the building consists of a rectangular one-story section joined to a rectangular two-story section. A squat minaret sits on top of the one-story section. The mosque is faced in tan brick, and has tall arched windows and a projecting mihrab on the front face.
