Under the Malaysian constitution, Islam is the official religion of the country, and in line with this provision the Islamic Affairs Division of the Prime Minister's Department is to provide an effective coordination in the administration of Islamic religious affairs of the country. This function is now implemented from the Pusat Islam which is an administrative centre for Islamic related activities.

The overall design has been inspired by early Islamic citadel structures. The various units of the complex are organized around a large internal courtyard. This inner space is punctuated by towers, two monumental entrance portals and a small domed canopy surrounded by water basins. The various units are articulated on the slope by means of terraced areas, culminating with the canopy. The entire courtyard is paved and bears geometrically laid-out pattern as well as a variety of plants and flowers. The courtyard is lined with arcades protected from the sun and rain by grilles displaying intricate geometric patterns. A pavillion has been devoted to the annual competition of Quran reading and recitation.
