it veries from place to place,urban development standars are made to control population per sq.mt. as well provide balanced habitat ,henc needs to be strict not rigid.....well economy of the urban area depends upon the commercial activity and foot fall to pramot that activity......i am sure that a decent place produced by srict urban bldg.codes can not hamper economic growth of the area.
