A facility for training of army officers. The building consists of four main sections:
-the central portion containing seminar rooms, offices, a library, conference rooms, and lounge areas;
-the northeast wing containing the model rooms;
-the southwest wing containing the auditorium; and
-the southeast wing for future expansion.
The building is arranged on the square site in a cruxiform plan and is surrounded by formal landscaping.
