Located at the beginning of Zheltoksan Avenue next to the Square of the Republic, the building is commonly referred to as "Sosulka" meaning icicle.  This is a reference to the stalactite decoration at the top. The design of the building attempts to integrate Eastern architectural traditions with modernism. 

According to Svetlana Romashkina, "the building was supposed to be revetted with light blue glass" because the architect, Alexander Korzhempo, "wanted it to seem like a person is walking into a shining sky." However, the glass was not readily available, so clear glass was used (Romashkina 2017).
