During the discussion of the restoration and reconstruction of Old Cairo inspired by the medieval Fatimid city of al-Mu'izz Li Din Allah, Fathy offers various points to take into consideration to members attending the conference. He emphasizes the need of a clear architectural planning philosophy and a scale for comparison to be taken into account before entering into the decision making stage of the project. In this document he offers twelve points outlining the steps to create a conceptual design.
