In this memorandum, Hassan Fathy emphasizes the need for statistical and analytical data to be studied and utilized before conducting building projects in the Rif region in order to produce the most successful results from construction. Furthermore, he calls for a coordinated effort between all the branches involved in the planning, construction, and restoration of the village areas. The document classifies villages into three categories: a) those which are so deteriorated that they are beyond restorations; b) moderately desolated areas which should be destroyed and rebuilt; c) and villages that possess a higher potential for construction and repair. Fathy also discusses the methods of construction and the materials to be used in doing so at some length. He also includes several methods of roof construction and solutions to constructing the most efficient roof structures in village housing.
