The opera house serves four purposes: provides facilities for art performances, training facilities, support of economic, social, and community activities, and the promotion of culture. The mass of the building is composed of mostly square volumes stepping up in volume over the stage. Two outdoor garden spaces and an entry forecourt organise the spaces. It is a stone-clad concrete frame structure.
